What is a Housing Element Update?
The Housing Element is updated every eight years and is required to demonstrate sufficient zoned capacity for housing to accommodate the number of units identified in the Regional Housing Needs Assessment (RHNA). The law recognizes that in order for the private market to adequately address housing needs and demand, local governments must adopt land use plans and regulatory systems that provide opportunities for, and do not unduly constrain, housing development. A Housing Element Update typically includes the following:
- Goals, policies, and actions to address our current and projected housing needs
- Inventory of sites suitable to accommodate the housing needs allocation for 2023-2031
- Assessment of financial and programmatic resources for housing development, rehabilitation, and preservation
- Analysis of fair housing issues and constraints

Housing Needs and Priorities Survey
The Housing Needs and Priorities Survey seeks input from Lathrop’s residents, business owners, and interested parties to identify current housing conditions, needs, and priorities. The community survey addresses the needs of populations with unique housing needs, including seniors, persons with a disability, including developmental disabilities, large families with 5 or more persons, female-headed households with children present, farmworkers, and the unhoused. The Draft 6th Cycle Housing Element Update was available for public comment and review between February 12, 2024 and March 13, 2024. The final draft was completed and submitted to the California Department of Housing and Community Development for review on April 5, 2024.
