Water leakage outside

We notice there is a water leakage outside. Please assist looking at it.

I am new to Lathrop and recently moved into a home at 18360 Exeter Pl in middle of December 2020. I haven't received a bill yet and want to make sure I'm not paying late.

We have a street light out on Rocky harbor road in front of house number 16144 Rocky Harbor Rd Lathrop.

Fallen tree

My neighbor's front yard tree fell on my lawn. There is no damage, but I need to know who is responsible for removing the branches? Most of them are on my lawn, but it's her tree.
