Trash bins

Hi, I'm not sure if this is the right area to complain
 

but on our street neighbors leave their trash 

, recycling ,  and green bin in front on the street and side walks all week long and never moves them inside to their yard... 

what can be done about this?? 
this is on Gaslight ct. and Hercules ct. Lathrop 

please let me know if this is the place to complain?

Thank you for bringing this to the city’s attention. For fleas and pests we would recommend hiring a professional Pest Management company to assist with eliminating the issue. In the City of Lathrop, cats are declared free-roaming animals. Flea infestation

The fleas and/or stray cat infestation of Gail Dr in Lathrop really needs to get taken care of. I've sprayed for the fleas and have taken every step possible in order to keep the cats and fleas away, we have no animals and they're infesting even the inside of our house. Our grass is FILLED with them. Please get back to me as soon as possible. Something must be done.
