debris dumped in street

My neighbor at 15081 sunrise Ct  has dumped some what looks like construction debris in the gutter in front of his house. This has been sitting there for a month or more now.  we live in a 4 house cul de sac and its very unsightly and is going to attract rodents eventually. Is there anything that can be done so he will pick it up. I have been here 10 years and don't really talk to him as he pretty belligerent, so i would rather just report and handle it through the proper channels

Overgrown yard.

Property front yard located at 15125 Poppy Ct is completely covered in weeds ranging between 18 inches to 2 feet. It is creating a fire hazard.
