Traffic Control persons almost got me hit repeatedly crossing at 4-way flashing lights when they flagged multiple cars through without paying attention to pedestrians crossing in crosswalks. Knife River closed west crosswalk of Harlan for no reason as they were not working in it and only had an unoccupied truck parked into it (mutcd violation). Knife River placed a sidewalk closed ahead here barricade (wrong sign) at bottom of ramp in best place for persons to use to exit ramp due to pushed up asphalt. No lights on barricades as required anywhere on job site.

On 10/22/2020 at 8:10pm SEFNCO and CAT were working on utilities on Louise Avenue near Harlan Road. They had their equipment blocking the sidewalk and cords across the sidewalk and a cone reducing the sidewalk to less than 36". They indicated I should walk through this area without them removing their items. City of Lathrop employee was on-site and did not rectify the situation.

Knife River on the Louise Avenue Rehab project has multiple violations. I have multiple pictures. In addition, this website requires vision to access. Please fix.
