Community Development Block Grant (CDBG)

The City of Lathrop allocated funds each year for the Community Development Block Grant and the HOME Investment Partnership Program. Both programs are federally funded and sponsored by the U.S. Housing and Urban Development Department (HUD).  The City receives an allocation of funds each fiscal year under the Urban Cooperation Agreement with San Joaquin County and the cities of Escalon, Lodi, Manteca, Ripon, and Tracy.  A portion of the CDBG Funds, no more than 15% in accordance with the agreement, can be allocated to service organizations.

HOW DO I QUALIFY FOR CDBG?

To be be considered for CDBG funding, proposed activities must first be eligible, and must meet one of the HUD's state national objectives.  Additional information about the Federal CDBG Program requirements can be found on HUD's website:  https://www.hudexchange.info/programs/cdbg-entitlement/

Activities must first meet one of the following national objectives:

• Address the needs of low- and moderate-income persons
• Eliminate a slum or blighted condition
• Resolve an urgent need

Types of eligible activities can include:

• Acquisition of Real Property Public Facilities and Improvements
• Special Economic Development
• Public Services (15%)
• Housing Rehabilitation
• Commercial and Residential Property Rehabilitation
• Code Enforcement
• Historic Preservation
• Planning Activities
• Program Administration
• Public Facilities and Improvements

HOW DO I APPLY FOR CDBG FUNDS?

In December of each year, a notice of funding availability is distributed to individuals and organizations that have expressed an interest in applying for funds (Non-profit organizations serving multi-jurisdictions should apply directly to the San Joaquin County Neighborhood Preservation Division).  The funding requests that are received are first reviewed to determine eligibility and then to determine if they meet one of the HUD's national objectives and one the County's local community development objectives.  The City Council for the City of Lathrop considers eligible applications at a public hearing that will be held on February 12, 2024.  Funding for the selected projects is available in July 2024.
