INVITING THE PUBLIC TO APPLY FOR CDBG/HOME GRANT FUNDING AND TO PARTICIPATE IN PUBLIC WORKSHOP

All interested parties are invited to apply for CDBG/HOME grant funding. The City of Lathrop anticipates receiving federal funds in Fiscal Year 2025-2026 for the general purpose of assisting low and moderate-income persons by providing decent housing, a suitable living environment, and for expanding economic opportunity. The City also estimates its Fiscal Year 2025-2026 entitlement of Federal Community Development Block Grant (CDBG) program funds to be approximately $98,536. Activities eligible for CDGB funding include:

  1. Property acquisition for clearance, rehabilitation or preservation
  2. Construction of public improvements and facilities
  3. Removal of architectural barriers to assist the elderly or handicapped
  4. Housing rehabilitation
  5. Planning and Administrative costs
  6. Public Services
  7. Economic Development
  8. Neighborhood revitalization

To be considered for funding, proposed eligible activities must meet one of HUD’s National objectives: benefit to low income persons, address a slum or blighted condition, or address an urgent need (life, health, and safety) and, one of the following CDBG local objectives adopted by the City Council:

  1. Housing and neighborhood preservation including new housing opportunities
  2. Economic development through job retention and creating activities
  3. Public infrastructure and facilities limited to the support of objectives #1 and #2
  4. Elimination of blight and blighting elements limited to the support of objectives #1 and #2
  5. Special programs offering significant community benefits, or addressing a community urgent needs, in direct support of objectives #1 and #2

Additional criteria will be used by staff to review all applications for potential funding.

The City also anticipates its Fiscal Year 2025-2026 entitlement of federal HOME Investment Partnership Program (HOME) funds to be approximately $26,843. The City will allocate these funds to general housing activity including: homeowner and rental construction and rehabilitation, and first time home buyer assistance. Late or incomplete applications will not be considered.   

A public workshop meeting to review and discuss the CDBG/HOME application process will be held in person at Lathrop City Hall located at 390 Towne Centre Drive and a virtual meeting format at 4:00 PM Thursday, January 9, 2025.
