The City of Lathrop has adopted SolarAPP+ to streamline solar permitting.

Licensed contractors can now submit:

  • Residential Roof-Mounted Photovoltaic Designs for automated review through SolarAPP+
  • An online application for a quick turnaround time issued permit.
 

Automated Solar Plan Review

Before applying for an automated solar plan review and solar permit, projects must follow certain requirements:

  • Solar Systems must be under 10kW Photovoltaic System (PV)
    • (Any PV solar systems over 10kW will need to follow our Standard Permitting Process)
    • SolarAPP+ allows submittals of Energy Solar Storage Systems along with the PV System
  • At this time, SolarAPP+ is designed to provide a code-compliance check for the majority of residential, roof-mounted, retrofit photovoltaic systems
  • To see which systems are eligible, please review the SolarAPP+ Eligibility Checklist. Only projects that conform to this list are eligible to use the automated SolarAPP+ portal for instant permitting.

Using SolarAPP+

 

Step 1: Submissions to SolarAPP+

  • Register with SolarAPP+ (Licensed Contractor's Only)

    • Have Contractor License Information available for input

  • Log In and submit for Solar/PV Designs through SolarAPP+

  • A Processing Fee will be charged from SolarAPP+

  • Approved Plans and will be available for Download

  • You will receive Approval Documents and an Approval Number

 

Step 2: Applying for a Permit with the City of Lathrop

  • An Active City of Lathrop Business License is required. Contractor must also be added to SolarAPP+ program eligibility list.

  • Log Into ePermits using the Contractor Access Portal.

    • If you need to create an account, navigate to "Activate Account" and follow the prompts

    • An Active City of Lathrop Business License is required.

  • Apply for a permit online following our General Submittal Guidelines
    • Submittal must include: Permit Application, SolarAPP+ Approval Document, SolarAPP+ Approval Number
  • Pay for the permit fees associated with issuance
  • Notify the Building Dept. of the SolarAPP+ Solar Permit Submittal through the Submittal / Resubmittal / Payment Notification Form
  • The City will send the Permit for signature via Email
  • Return the Signed Permit and Complete Permit Package will be sent via Email

 

Step 3: Schedule Inspection

  • Log Into ePermits, navigate to the Permit
  • Scroll to the Inspections Section to Request for Inspection

 

 

SolarAPP+ Revisions

  • Submit your revision through SolarAPP+
  • You will be provided with a revised SolarAPP+ Approval Document
    • The initial processing fee charged by SolarAPP+ covers up to three (3) Revisions
  • Navigate to the ePermits Portal
  • Go to the originally issued SolarAPP+ Solar Permit
  • Upload new Approval Documents and Complete the Submittal / Resubmittal / Payment Notification Form
    • Please Provide the New Aproval Number in the "Notes/Help" Field at the bottom of the Form
  • The Building Dept. will invoice an Additional Administration Fee for Processing
  • Pay the fees and Complete the Submittal / Resubmittal / Payment Notification Form
  • The Building Dept. will issue the Revised Permit Documentation via Email

If the scope of the revision makes the project inelegible for the use of SolarAPP+ please contact the Building Dept. to coordinate the Revision Submittal Process
