Permitting Process - LCAP User Guides
The City of Lathrop Building Department is now utilizing The Lathrop Civic Access Portal (LCAP) as a all-in-one electronic solution to Permitting. All Permit Applications must be applied for electronically through LCAP.

An Account is necessary to access the Portal. First-Time Users will need to Create an Account from the LCAP Homepage. Please follow the guide, Register for an Account, found below, to learn how to create your user account. Additionally, review the other User Guides below to help walk you through the Portal and its functionalities.
Contractor Registration and Business Licensing is also completed through the Portal.

Permit Records History such as Permit Descriptions, Inspection History, and Permit Status from May 7, 1997 to present can be viewed on the Portal by searching for the property address. However, the City does not allow the viewing/downloading of historical plans on this site. To view or request copies of plans and a complete permit history, submit a Public Records Act Request Form (PRA) through the City Attourney's Office section of the City Website.
