Services Provided
It is the City's mission to provide clean and safe drinking water to all residents and businesses. Water is used for in-home uses, outdoor watering, businesses, and fire suppression. It is the responsibility of the City to take wastewater from homes and businesses, convey it to a treatment plant and "treat it".
To Start Service
Residents may start service in person, by fax, or email.

A service deposit of $150 is required from all residents and is due at the time new service is activated. Commercial accounts may be require to pay a higher deposit. The service deposit is refundable either 1) applied to the account after one year of satisfactory account activity, or 2) applied to the closing bill upon termination of services; and remaining credit will be refunded.
The following documents are required to start service:

To Stop Service

Service can be stopped the same day or at a future date by the person whose name appears on the account. Water and wastewater service can be stopped Monday through Thursday during normal business hours. However, service are not stopped on Fridays. A valid identification will be verified, and a new forwarding address is necessary.
If you are no longer living at the service address, it is your responsibility to let us know to stop service. Monthly service charges will continue to incur on the account until it is closed.
Utility Bills
The Finance Department sends utility bills to City residents and businesses each month. The monthly bill is mailed out at the beginning of the month and due on the 25th of every month. The meter reading cycle starts on the 10th and ends on the 20th of each month. Meter reading is scheduled to be read at approximately the same day each month. It may be necessary to vary from this schedule due to holidays or unexpected circumstances. Safe access to the meter helps us to provide customers with accurate billings. The utility bill is made up of water and sewer service charges plus the water consumption charge for the previous month's usage. Customers have the option to receive their bill by mail, email notification, or both. You will need your name and account number to set-up your bill notification option. Click here when you are ready.
Utility bills for the prior month's use are mailed to customers monthly. An unpaid bill is considered past due if payment is not received on or before the close of business on the last business day of the month. Delinquent accounts are subject to a 10% late fee on water and on wastewater.
Accounts more than 45 days delinquent may be subject to non-payment service disconnection. Total fees to restore service is $60, plus past due balance. In addition, a $150 service deposit may be required if one is not already on file. (Checks are not accepted on accounts issued with a "Shut-Off Notice")
Paying Your Bill
Your bill is due by the 25th of every month. If the 25th lands on a weekend or a holiday, payments made on the preceding business day will not be consider late. There are several options to pay your bill.
- In Person: Pay at the counter in the Finance Department inside Lathrop City Hall. We accept cash, check, money orders, cashier's check, debit cards, and credit cards (Visa, MasterCard, Discover, and American Express).
- By Phone: You may call (209) 941-7320 to pay by phone. Phone payment will only be accepted from the customer whose name appears on the account and identification on file will be verified.
- Automated Phone System: You may call (209) 941-5000. Please have your utility bill available. Only debit cards (with a Visa or MasterCard logo) and credit cards are accepted.
- By Mail: Payments can be mailed to Lathrop City Hall, 390 Towne Centre Dr, Lathrop, CA 95330, Attn: Finance Department. We accept check, money orders, cashier's check, debit cards, and credit cards (Visa, MasterCard, Discover, and American Express). Please include your utility account number with your payment and mail 5-7 business days before the due date.
- Online Bill Pay: Pay your utility bill using the Bill Pay online system. Please have your bill available. Only debit cards (with a Visa or MasterCard logo) and credit cards are accepted. Click here where you are ready.
- Automatic Bank Draft: A completed authorization form and voided check is required. Click here to download the form. Voided checks with preprinted name and address will be accepted. Payment will be deducted from your bank account (as designated on the form) on the due date stated on your bill. Please allow 6-8 weeks to set up.
- Night Drop Box: The night drop box is located outside Lathrop City Hall. Place your check, money order, or cashier's check in an envelope clearly labeled with your name and account number. Please DO NOT place cash in the night drop box. Payments must be dropped off prior to 8:00 am on the due date to be processed and posted to your account the same day.
There is a $15 charge for all returned payments. Personal checks will not be accepted on the account for one year from the date of the returned check. Direct debit and credit cards transactions returned by your bank are subject to the same fees and terms as a returned check.
Billing Assistance Program
