Good Morning,
My name is Casey England, I reside at 359 Americana Way. I was emailing to get clarification on cutting down some trees in front of our house. Would we need a permit to have it removed and do we need to replace the tree with another?

Good afternoon Casey,
Thank you for your inquiry about the tree on your parkway strip. Parkway strips are the landscaping between the sidewalk and the street curb. Your address at 359 Americana Wy shows you are within the Mossdale Landing East community. The community follows the Mossdale Landing East Urban Design Concept (UDC) that addresses the design guidelines and architectural standards of the community. Here’s the link to the document: https://www.ci.lathrop.ca.us/sites/default/files/fileattachments/planning_division/page/5548/mossdale_landing_east_udc.pdf
Per the UDC, residents are required to have a minimum of one tree located on the parkway strip. There is also only one plant/tree species allowed on your parkway strip which is the Chinese Pistache (Pistacia Chinensis). Furthermore, landscaping for all front yard areas were installed by the builders (not the City) and after construction, homeowners are responsible for the irrigation and maintenance of all yards and adjacent parkway strips. The Lathrop Municipal Code Chapter 17.92 Landscaping and Screening Standards is also available for your reference, https://library.qcode.us/lib/lathrop_ca/pub/municipal_code/item/title_17-chapter_17_92
If you are experiencing tree problems like bad sap or honeydew, you can try an internet research or consult a landscape specialist/horticulturist on disease prevention and healthy maintenance of the tree. On the other hand, if you really want to remove the tree on your parkway strip, you may do so but the tree should be replaced with the only identified tree species for your street which is Chinese Pistache (Pistacia Chinensis). Please keep in mind that planting standards requires that each new tree shall be a minimum of fifteen (15) gallons in size and shall be planted with root barriers – the root barriers are necessary to direct the tree roots to grow in a downward position to avoid the potential uplifting of the adjacent sidewalk. Furthermore, please contact our Public Works Department at (209)941-9430 to find out the City regulations , guidelines and permit process on tree removal. Hope this info helps.
