Would the City please review the signal timing/loop function at the Lathrop/Cambridge/Rev Maurice Cotton intersection? While I understand that keeping traffic on Lathrop moving and clear of the intersections is crucial there are times at the signal when the side streets are sitting for over a minute with the signal at Harlan on red so there is no eastbound traffic on Lathrop and nothing coming westbound either. On top of that, there are times when traffic from Harlan does start coming and then the signal turns red on Lathrop meaning the people on the cross streets sat waiting for nothing because no traffic makes it through the intersection from Lathrop anyways. Also, because the side streets wait on red for so long a queue builds up and the green phase for the side streets isn't long enough to clear the queue (I've only seen this occur for traffic from Cambridge making a left onto Lathrop). My predominant movement is turning left from westbound Lathrop to Cambridge and if I just miss the green for that movement, I sit for 2-2 1/2 minutes with no, to very little, traffic and a mostly empty intersection. Also, if possible can the signal respond to the traffic that is actually waiting instead of cycling through every phase. Sometimes when I am waiting to turn left from Lathrop and there are no cars on the side streets, the Lathrop traffic will get a red but then it will still turn green for the side streets for no reason other then phase cycling. It would be very appreciated if the timing and phase triggers at this signal could be reviewed in the field. Thank you for your time.
