With the order that was given out by our Governor Newsome that all business were to shut down unless considered essential services, why is that residential construction continues?

Thank you for your email. The Cybersecurity and Infrastructure Security Agency (CISA) issued an updated Advisory Memorandum on Identification of Essential Critical Infrastructure Workers during COVID-19 Response, on March 28, 2020. This memo provides for a full description of allowed construction work from various traits, including residential construction. It states that workers performing housing construction related activities to ensure additional units can be made available to combat the nation’s existing housing supply shortage are permitted.
