Hi there! I'm a Lathrop resident and I have a few questions that I think fall under this department.
I want to install a Little Free Library on my property. There is a strip of dirt (ours) between driveways that is about 6' wide and the length of the driveway. My plan is to have a small concrete pad placed at the bottom of the strip, next to the sidewalk, so that I can bolt down the library to prevent theft. The pad would be the entire width of the space, and extend 4-6' up-driveway. Are there any permits I need for this project, and where can I download the forms?
I live in the older part of Lathrop, just around the corner from Lathrop Elementary. What are the rules regarding street parking as far as RV's and school buses are concerned? I have a friend that converted a school bus into a Tiny Home and they are having a hard time finding a long-term place to park. Would I be able to invite her to park in front of my home, and for what length of time? It wouldn't be permanent, but would a number of weeks be allowed? Is parking across the street from the Post Office a possibility?
We want to convert our front yard to xeriscaping. Are there any grants, tax rebates, or other financial assistance available for drought friendly landscaping? Do you have any landscape designers you recommend? All the ones I've tried have no idea what I'm talking about.
This is in response to your website inquiry. Please see our responses below:
On your question about installing a little free library, please submit an illustration for our review and approval. The illustration should show the distance of the structure to the property lines, driveway and the house/garage. Also indicate the height and dimension of the library itself (L X W X H).
Regarding your question on RV parking in residential areas, unfortunately, recreational vehicles are not allowed to be parked in any residential districts except if they are within an enclosed side or rear yard or garage per LMC Chapter 17.76.020 (B1), I’ve attached the code for your reference.
In regards to converting your front yard to Xeriscaping, the City do encourage our residents to use drought friendly landscaping to conserve water and reduce yard trimmings. Please note that per LMC Chapter 17.92.020 “At least thirty-five percent (35%) of the front yard and street-side yard shall be landscaped consisting of living plant materials including, but not limited to, trees, shrubs, groundcover, natural turf, flowers, and vines”(See attached). In addition, all front yards must contain, in addition to other landscaping, a minimum of one tree planted. We recommend you submit a landscape plan (a sketch showing and identifying landscape materials, trees, shrubs, groundcover, turf, irrigation materials, etc.) for our review and approval before making any changes to your front yard.
Hope this information is helpful. We’ve made several attempts to contact you by phone to discuss the questions with you but only your voicemail picks up and it will not take any messages. Please contact us if you have any other questions.
