I am writing to bring to your attention a series of pressing issues that have been adversely affecting the livability and safety of our community, especially during the ongoing pandemic.
Cat Infestation: Throughout the pandemic, there has been a noticeable increase in the stray and feral cat population in our neighborhood, particularly in the areas of Pheasant Downs, Stone Cellar Way, Mill Stone Way, and Autumn Rain Drive. Residents in these specific locations have expressed concerns about potential health and safety risks, and despite having raised this issue multiple times in the past, my concerns have not been adequately addressed.
Weed Smoking and Dirty Front Yards: In addition to the cat infestation, there are related concerns about the overall appearance of our neighborhood. Numerous homes on Mill Stone Way, Autumn Rain Drive, Pheasant Downs Road, and Stone Cellar Way have visibly neglected front yards, creating an unsightly and unkempt environment. Furthermore, specific residences in these areas have been identified as locations where residents openly smoke marijuana in their garages, further contributing to the challenges our community faces.
Dog Barking: Adding to the complexity of our community's challenges, certain residences on Pheasant Downs Road are experiencing persistent dog barking for extended periods, sometimes lasting for hours at a time. This issue has become a source of disturbance for residents, impacting their peace and well-being.
Resident Status Uncertainty: While it is challenging to pinpoint the exact sources of these issues, it appears that certain homes in these specific areas are contributing to the problems. I am particularly concerned about whether these issues are linked to renters or homeowners. Clarifying the residency status of those contributing to these challenges would be instrumental in devising targeted and effective solutions.
Given the multifaceted nature of these concerns and their significant impact on our community, I am reaching out in the hope that the city can take a comprehensive approach to address these issues promptly.
Requests:
I kindly request the city's intervention to investigate and resolve the cat infestation issue in the specified areas, utilizing measures such as trap-neuter-return (TNR) programs or other effective strategies.
Simultaneously, addressing the concerns related to front yard cleanliness, public use of marijuana, and persistent dog barking at specific residences will contribute significantly to the overall improvement of our neighborhood.
I urge the city to determine the residency status of those contributing to these challenges, as this information will be crucial in tailoring appropriate solutions.
I am more than willing to collaborate with the city and fellow residents to find practical and amicable solutions. If there are upcoming community meetings or initiatives related to neighborhood improvement, please inform me, as I am eager to participate and contribute positively to our community.

Thank you for bringing your concerns to the city’s attention. I would like to provide some guidance for some of the concerns that were raised.
Cat Infestation: The City of Lathrop does not have a TNR( Trap Neuter Release) program available at this time. Lathrop Animal Services does not have the means nor the staffing to take on a TNR program. Since cats are considered free roam animals, residence have been advised to invest in cat deterrents to help with the challenges they are facing with unwanted cats on their property.
Weed Smoking and Dirty Front Yards: Community Services Division does not handle criminal complaints regarding marijuana. Please call the non-emergency line at 209-249-1800 if you would like to report a criminal complaint regarding marijuana usage.
If you would like to provide specific addresses for the dirty front yards a Community Service Officer can go out and address the home occupants since we do have Nuisance Municipal codes that would apply. You could call the Community Service Division at 209-647-6430 to report these.
Barking dogs: The city of Lathrop does have a barking dog Municipal Code. In order for law enforcement to get involved an Officer/Community service officer must witness the dogs barking for a continuous 15 minutes at minimum. Please advise residence who are experiencing the persistent dog barking to call the non-emergency number 209-249-1800 to report the Nuisance.
The City Council meetings are held the second Monday of each month at 7:00pm at the City Hall Council Chamber, citizens are encouraged to join.
