Hi,
I bought a home in Lathrop (3005 Mulholland Dr, Lathrop, CA 95330) and would like to furnish the backyard. It will be paved, will have some trees, dripping system, water fountain, and water tank to collect rain water. Do I need permission?

Good morning,
Per our phone conversation this morning, you will not need a permit for the following items:
Retaining wall, while under 4ft which includes 1ft underground.
A raised deck under 30 inches and under 200 sqft.
Water fountain, as long as there is no plumbing and/or electrical involved.
Planting trees in the back yard, but if you are going to dig please contact 811 and Public Works.
Flat work (Paving). Again, should you dig into soil please contact 811 and Public Works
Rain water collection tank, as long as there is no plumbing and/or electrical involved.

I already spoke to River Islands and they told me that I do not need permission as long as it is inside the fence.

I am not sure if anyone has reached out to you, if not then i apologize for the long delay.
We do ask that you obtain written approval from River Islands for the updates that you are going to be making. Once approved, come into the Building Department at City Hall and apply for a permit. The Permit Technicians will be able to assist you with the type of permit you will need to apply for and they will be able to answer your questions including price.
If you have any other questions, please call the Building Department at (209) 941-7270.
