What is a Backflow?

 Backflow is the undesired reverse flow of liquids in a water service line, such as flow from an irrigation line into a building or residential domestic drinking water line.

Federal and State laws require water purveyors to protect community water systems from contamination due to cross-connections and backflows into the system. The City monitors over 550 backflows each year to ensure the safety and welfare of our residents and customers and the quality of our drinking water. They help ensure that no contaminants of any kind (chemicals, debris, recycled water, etc.) enter the potable water system. The City of Lathrop requires the use of backflow prevention devices at certain types of facilities to prevent contamination of the water supply.

Annual Testing

The City of Lathrop requires annual testing of backflow prevention devices installed on water service lines for domestic use, irrigation, and fire service lines. Backflow devices on fire service lines also are required to have meters that are inspected regularly to ensure proper working order.

The City sends notices to customers when their backflow prevention devices are due for testing. The notice includes test report due dates and a list of backflow assemblies with serial numbers.

Becoming a City of Lathrop Approved Backflow Tester

In order to remain in compliance with the City of Lathrop’s Approved Backflow Testers List , all documentation must be  valid and current.

In order to be placed on the City’s list of Approved Backflow Testers, the following must be provided:

  • Current General Backflow Tester Certification from an accredited organization*
  • Provide Proof of Calibration of Testing Equipment
  • Current City of Lathrop Business License
  • Proof of Insurance**

An incomplete submittal will delay the approval process.

*Accredited Organizations such as: American Backflow Prevention Association (ABPA) & CA Nevada Section of the American Water Works Association (AWWA).

**A certificate of insurance shall be required for liability in the amount $1,000,000.00 naming the City of Lathrop, elected officials, employees, agents and volunteers shall be included as insureds.
